The District Plan sets out the resource management objectives, policies and rules to manage the city's natural and physical environment.
If you are planning on building, subdividing or undertaking a new activity on your property, the District Plan outlines the rules around these activities and will indicate whether or not you require a resource consent before starting any work.
District Plan changes
The District Plan can be amended through a plan change. The council has several proposed plan changes affecting a number of existing provisions and planning maps.

Have your say on proposed plan changes
Once a proposed plan change is publicly notified, anyone may make a submission either in support or opposition to the proposed changes.
All submitters then have the opportunity to present their submission in person and have it heard by the council. The process for considering a proposed plan change is governed by the provisions of the
Resource Management Act 1991.
If you wish to make a submission to any currently notified plan change, you can make a
district plan submissions.
Private plan change fees and charges
The Resource Management Act allows any person to request a change to a District Plan.
The request must be in the prescribed form with enough information to allow the council to decide if it will accept, adopt or reject it.
If the proposed plan change is accepted or adopted, it will follow the same statutory process as a council initiated plan change. Legislation allows councils to recover the costs associated with processing the plan change.
