Beachlands plan changes

Public consultation on three plan changes in Beachlands has now closed and submissions are being analysed.

 They are:

  • Manukau City Council's proposed district plan change 30 for low density residential development on 122 hectares of land south of the existing Beachlands village. It would allow 750 new homes to be built.
  • Progressive Enterprises’ private plan change 30a for a new Countdown supermarket with some specialty retail on the corner of Whitford-Maraetai and Beachlands roads.
  • Pine Harbour Marina's private plan change 34 for a marina based community.

A combined hearing for the plan changes is scheduled for 20 September to 1 October.

Proposed plan change 30

The new residential zone would be subject to strict controls and allow a minimum section size of 800sqm, with 750sqm and 700sqm minimum sizes in two limited areas. The current minimum section size in Beachlands is 700sqm.

Following public feedback earlier this year the council has removed options for a medium density residential area and 2000sqm sites next to Whitford-Maraetai Rd.

Business zoning has also been removed following Progressive Enterprises’ decision to do their own plan change for a business centre. If the Progressive Enterprises plan change does not go ahead the land would be zoned residential.

One of the main aims of the plan change is to make sure that any future development is consistent with the original Beachlands Village character.

To allow for an increase in traffic, funding has been provided in the council’s  long term plan and land designated to make Whitford-Maraetai Rd four lanes when necessary.

The plan change will require new houses to have two 25,000 litre water tanks and water conservation devices. It also requires connections to the Beachlands-Maraetai Wastewater Treatment Plant, which is designed to allow for 10,000 people. It is also able to be upgraded to accommodate a population of 15,000.

The council’s plan change follows a series of informal consultation periods, research, investigation and analysis of different options.

Proposed Plan Change 30  was publicly notified on 5 June 2010 and contains the following key components:

  • It adopts a Beachlands Village:  New Avenues Structure Plan to guide the future expansion of the Beachlands village in a compact, well designed and comprehensive manner that supports and complements the coastal village character of Beachlands. 
  • It establishes a low density residential zone (Beachlands Residential Zone) that is targeted at the special qualities of the BVNA area.   This zoning will provide ultimately for about 750 dwellings in the BVNA area. 
  • It adopts a “working with nature” approach to the management of natural resources.  It seeks to enhance the existing watercourses as a basis for the design of stormwater infrastructure, while providing a “green” backdrop to the proposed low density residential development. 
  • It applies sound principles of urban design to ensure that the future urban form within BVNA complements, enhances and integrates with open, spacious coastal village character of Beachlands and the surrounding rural countryside.
  • It makes provision for range of public open spaces that is necessary to establish and maintain landscape character and amenity values associated with a coastal village character.
  • It adopts a servicing framework which relies on existing plans for road upgrading, requires minimum standards of roading within BVNA, provides standards for private water supply and requires connections to a reticulated wastewater system.
  • It acknowledges the possibility of a business area located on the corner of Whitford -Maraetai Road and Beachlands Road which is being promoted through a separate private plan change (Plan Change 30A), however proposes a Beachlands Residential zoning for that land as the “default zoning”.
