Bylaws.

A bylaw is a rule made by council that affects how people live, work and play.

The consequences for not complying with a rule range from fines, seizure of property and remedial action.

The bylaws for Manukau City are made by Manukau City Council mainly using powers contained in the Local Government Act 2002.

Chapter 01

This bylaw provides general provisions to assist with the administration of the subsequent chapters, including interpretation of terms, permits, objections and enforcement.

Chapter 02

This bylaw provides for the keeping of animals (including domestic pets, stock, poultry and bees) and the management of pests.

Chapter 03

The purpose is to introduce control measures that are designed to manage the potential impacts of brothels on sensitive activities and to protect public health.

This bylaw provides for the management of cemeteries and crematoria controlled by the Manukau City Council.

Chapter 05

The purpose is to: (a) provide for the control of public places, ensure obstructions are managed, inappropriate behaviour is avoided, and damage of assets is prevented; and (b) manage the installation of vehicle crossings on the city’s roads.

This bylaw supplements the provisions of the Dog Control Act 1996 for the care and control of dogs within Manukau.

Chapter 07

The Bylaw includes clauses on: (a) trading in public places, including the types of trading activities that are allowed, require permission or are prohibited; and (b) events in public places.

Chapter 08

This bylaw outlines requirements for food premises staff training, premises grading, requisitions and appeals.

Chapter 09

This bylaw covers: (a) appropriate behaviour in public places; (b) residential occupation of public places; (c) the prevention of damage to public places and assets; and (d) avoiding obstructions in public places that may endanger safety.

Chapter 11

This bylaw prohibits the consumption or possession of liquor in public places as specified by council.

Chapter 12

This bylaw aims to prevent or regulate any nuisance, offence or injury to public health and safety caused by discharges from offensive trade premises (activities that are anticipated to cause unpleasant or nauseous discharges).

Chapter 13

The purpose of this bylaw is to: (a) enhance road safety; (b) manage traffic flows effectively; and (c) achieve an appropriate allocation of parking spaces for the needs of special user groups.

Chapter 15

The purpose of this bylaw is to protect people and property from the risk and spread of fires by regulating the lighting of open fires in rural areas.

Chapter 16

This allows the council to set speed limits on all roads under its control and in certain designated locations.

This bylaw aims to prevent the transmission of communicable diseases by applying standards to people who practise skin piercing and the premises from which they operate.

Chapter 19

The purpose of this bylaw is to enable people to use a range of temporary signs while ensuring traffic and pedestrian safety, the absence of obstructions and offensive content, and the prevention of damage and misuse of public assets.
