Licences and permits.

Depending on your event you may be required to obtain any of the following licences or permits:

Temporary structures permit
Liquor licence
Food stall licence
Amusement device permit
Fireworks and special effects.

Your facilitator can advise which permits and licences are required.


Temporary structures permit

A Temporary Structures Permit is required for:

  • Event marquees and tents over 50 metres² at an event
  • Private use marquees and tents over 100 metres²
  • Any stage over 1 metre high
  • Any structure over 2 metres high.

You need to fill in an application form (PDF 59kb) and you may have to provide full engineering design details if your temporary structure is not listed in the council’s temporary structure register.  Your facilitator will be able to advise you.

The application fee of $225.00 incl. gst is payable at the time of application and includes the site inspection fee.  Additional fees will be payable if more than one inspection is necessary.

Liquor licences

Special Liquor Licence

If you are intending to sell, consume or supply liquor at your event a Special Liquor Licence is required.  You need to fill in an application form (PDF 176kb) and the cost is $63.00.  If you wish to postpone your event because of weather conditions it is important that you choose a 'rain date' on you application form.

Liquor Ban Exemption Permit

In addition to obtaining a Special Liquor Licence, if the location of your event has a current liquor ban in place at the time your event is to be held, you will need to apply for a permit for a liquor ban exemption (DOC 94kb).

Food stall licence

All commercial food stalls at events are required to hold a Food Stall Licence. This is additional to the event permit.  As event organiser, you are responsible for ensuring all commercial food vendors are licenced.

Non-commercial food stalls at events are not required to hold food stall licences, however they are must adhere to the Food Safety & Health Guidelines in accordance with the Food Hygiene Regulations 1974.

Mobile coffee vendors must be registered with Manukau Parks.

Manukau City Council will accept current Food Stall / Mobile Trader Licences from vendors registered with other councils. A copy of the licence must be supplied to your event facilitator.

Amusement device permit

All mechanical amusement devices require a Permit to Operate an Amusement Device (PDF 30kb).

Examples of mechanical amusement devices include:

  • Battery controlled jeeps
  • Ferris wheels.

Bouncy castles do not require an amusement device permit.

Fireworks and special effects

Fireworks and special effects at events require a test certificate issued by a Test Certifier. Contact us for a list of Test Certifier contacts within the region.
