Why does Manukau have liquor bans?
We have adopted liquor bans to address community and council concern for the harmful and negative effects associated with liquor consumption in public places. These negative effects on our community include offensive behaviour, drunkenness and violence.
Are there any exceptions to liquor bans?
Liquor bans do not affect the ability of people to transport liquor to or from private premises (including business premises) within or adjoining a liquor ban area. This allows for:
- Businesses to receive stock
- BYO patrons to take liquor to a restaurant
- Residents and their visitors to transport liquor to and from their residences.
Council may grant dispensation to allow liquor at special events held within a liquor ban area. If you would like us to consider a dispensation to allow liquor at a special event please contact the District Licensing Agency.

What happens if someone gets caught drinking in a liquor ban area?
The police have the power to arrest, search and seize if they suspect someone is breaking the bylaw. If convicted, the Court may impose a fine up to $20,000.

Where are liquor bans in place?
Liquor is banned from the following areas 24 hours a day seven days a week.
- All Council-controlled children’s playgrounds which include the whole of any area set aside for play equipment for the use of children, and the whole of any area within a 10m radius of any such equipment.
- All Council-controlled skateparks which include the whole of any area, structure or surface set aside for use of skateboarders, and the whole of any area within a 10m radius of any such structure or surface.
- All Council-controlled public reserve car parks and the public road adjoining the car parks within 50 metres of the car park or car park entrance.
- All roads from which vehicles under 3,500kg are prohibited pursuant to Chapter 13 Parking and Traffic of the Manukau City Consolidated Bylaw 2008.
Liquor is banned from the following council controlled public places as defined on maps 1 to 28 and listed below 24 hours a day seven days a week.
