Dog on-off leash areas.

Below is a summary of the areas where dogs can and cannot be exercised in Manukau.

Leash areas

A dog owner (unless otherwise stated) must keep their dog under control on a leash, lead or chain held by a person so that the dog cannot break loose.

Leash areas:

  • On any footpath, road, car park or shared driveway
  • On any jetty, boat ramp, or boat marshalling area.

On any bush walk in the following reserves:

Clevedon

  • Clevedon Stewardship Area, Dr Platt-Mills Reserve, Murphy's Bush, Point View Reserve.

Howick

  • Mangemangeroa Reserve.

Manurewa

  • David Nathan Park, Hill Road Reserve, Orford Park, Totara Park
  • Botanic Gardens in areas south of the rose garden. Dogs are prohibited in restaurant area and on cultivated garden areas. Dogs may be controlled either on a leash or off a leash in the area north of rose garden. Other general restrictions may apply
  • Totara Park in picnic areas, playground areas and bushwalks. General prohibitions related to playgrounds and premises apply (see Prohibited Areas below). Dogs may be exercised under control either on a leash or off a leash on the bridle tracks, stock paddocks, and grassed areas to the east of the Wairere Road car park and connection to the Botanic Garden.

Mangere

Pakuranga

Rotary Walkway to Galloway Crescent accessway. Musick Point Esplanade Reserve to be consistent with on-leash requirement by Land Information New Zealand.

Prohibited areas

A dog owner must ensure that their dog does not enter:

  • Any playground or children's play equipment
  • Any sports surfaces, including on marked fields, on marked courts, and on any artificial turf.
  •  Dogs may be exercised under control either on a leash or off a leash in areas surrounding sports surfaces.

The following beaches and adjoining reserves are prohibited areas ONLY from 9.00am to 7.00pm during daylight saving.

Outside of these times (before 9.00am, after 7.00pm and outside of daylight saving), dogs may be exercised either on or off a leash.

Clevedon

Howick

Mangere

  • Shelly Bay Beach and Kiwi Esplanade (PDF 332kb) from Mangere Boat Club to Short Avenue (unless for the purpose of moving through the reserve and boat club and their dog is controlled on a leash).

Manurewa

  • Shallow Water Beach from Roys Road to Gibbons Road, including Keith Park.

Pakuranga

The following areas are prohibited unless expressly allowed by the occupier or person having control of the premises and subject to compliance with any reasonable conditions imposed:

  • Any camping ground, cemetery, crematorium or public building, including any library, swimming pool, recreation centre, and visitor centre, under the control or management of council or the Auckland Regional Council
  • Any other public place not under the control or management of council or Auckland Regional Council (such as a café or school).


The following Department of Conservation managed areas are prohibited:

  • Papepape Marginal Strip, Foreshore and adjacent esplanade reserves
  • Puhinui Wildlife Refuge and adjacent esplanade reserves on Puhinui Reserve and Weymouth Walkway from Palmers Rd to Kopara Place
  • Turanga Creek Stewardship Area, Clifton Bay Marginal Strip and Foreshore
  • Waikopua Creek Stewardship Area and Foreshore and adjacent esplanade reserves
  • Wairoa River Estuary and Bay Foreshore and adjacent esplanade reserves
  • Waka Aranga Creek Foreshore Area and adjacent esplanade reserves.

Please note: Dogs must be controlled on a leash on identified esplanade reserves adjacent to the above prohibited foreshore areas.

The following areas managed by the Auckland Regional Council are prohibited:

Clevedon

  • Duder Regional Park
  • Omana Regional Park on farm track and paddocks. Dogs may be exercised under control either on, or off a leash on perimeter track but must be exercised under control on a leash in all other areas. General prohibitions related to camping grounds (see Prohibited Areas)
  • Tapapakanga Regional Park between 1 July and 30 November. Dogs must be controlled on-leash at all other times. General prohibitions related to camping grounds apply (see Prohibited Areas).

Mangere

  • Ambury Farm and adjacent foreshore except on loop road connecting Kiwi Esplanade to Ambury Road where dogs must be controlled on a leash.

Howick

  • Mangemangeroa Reserve foreshore.

Manurewa

  • Wattle Farm Reserve in wildlife protection area.

Controlled off-leash areas

A dog can be exercised under control either on, or off a leash:

  • On any park, beach or foreshore area not identified above as a leash or prohibited area.

An “under control” dog means that:

  • The person in charge of a dog is able to obtain an immediate and desired response from the dog by use of a leash, voice commands, hand signals, whistles or other effective means
  • The dog is not causing nuisance, distress, danger, of injury to any person or animal
  • The dog is not causing property damage.

Dangerous dogs

A council-classified “dangerous dog” must be controlled on a leash at all times in any public place or private way (including a shared driveway).
