The Strategic Plan: Te Tiriti o Waitangi has been developed to provide a context for the implementation of Te Tiriti o Waitangi into the core business (planning, policy, service delivery and monitoring activities) of council.
The Strategic Plan identifies:
- Four strategic priority areas for action over the next 1 to 3 years
- Four goals to be addressed over the next 1 to 3 years; and
- A number of actions to be achieved during this period.

Mana whenua - council relationships
Manukau City Council recognises the following tribal entities as Mana Whenua (those who are the original inhabitants and/or have ancestral origins in this area).
- Te Akitai (Pukaki Marae)
- Ngati Te Ata (Awaroa ki Manuka)
- Te Ahiwaru (Makaurau Marae)
- Ngati Paoa Whanau Trust Board
- Ngai Tai Umupuia Te Waka Totara Trust.
Manukau Council recognises these groups as treaty partners and the guardianship role that they hold in Manukau as kaitiakitangi (guardians of the environment).
This relationship is demonstrated through, financial support for monthly meetings of the Mana Whenua Forum (which provides advice to council), and the involvement of their representatives as appointed members on Te Tiriti o Waitangi Committee.

Te Tiriti o Waitangi Committee
Key roles of the committee:
- Recommend to council responses to Te Tiriti o Waitangi issues
- Recommend a strategy and work programme for relationship development with Maori in Manukau
- Provide a strategic forum which ensures that Maori contribute to any council decisions that affect Maori communities
- Provide advice to council on matters affecting the social, economic, environmental, and cultural well being of Maori
- Ensure Maori values are considered in council’s decision making and delivery
- Provide leadership and advice to council on treaty relationship development and issues
- Lead the education of the Maori community on civic processes.
