Responsibilities of the council and management
The efficient running of the council depends on the clear division between the roles of council and management.
The council concentrates on setting policy and strategy and providing a clear direction for management to follow. Management's role is to implement the decisions of the council.

Council meetings
The full council (mayor and councillors) and its standing committees have regular monthly ordinary meetings (except for January). Additional meetings are called as required and are usually termed "extraordinary meetings".

Community boards
Manukau city has eight community boards made up of people elected directly to the board, plus the councillors who represent each ward.
The boards provide a ‘grass-roots' linkage with the community, helping the council understand each community's distinct requirements. They also have some decision-making authority.
