Auckland Governance Legislation Committee reports back

The Auckland Governance Legislation Committee has reported back on submissions received on the Local Government (Auckland Law Reform) Bill.
This is the third and final bill that will complete the legislative framework for the reform of Auckland governance. The Bill will go through its remaining Parliamentary stages over the next couple of weeks.
The key recommendations are around local boards and Council controlled organisations.

Discussion Document released - Auckland Council
2 November 2009
A discussion document that will help to shape the administration of the new Auckland Council is released by the Auckland Transition Agency (ATA) today.
The document has been circulated to the chief executives and staff of Auckland existing local government organisations.
There are three parts to the document:
- Part 1: a draft organisational structure showing the most senior roles in the new Auckland Council, including proposed groupings of functions under the Interim Chief Executive.
- Part 2: a draft scope of workforce change document. This includes some descriptions of the types of roles or functions which may be subject to the greatest and the least degree of change during the transition.
- Part 3: a description of the draft processes and protocols to be applied during the transition. This document outlines the draft principles proposed when staff move from jobs with existing local councils to roles with the new Auckland Council and describes how people will be treated when a suitable job is not available.

Council makes submission on wards, boards
16 October 2009
Manukau City Council wants to see four wards and seven councillors in the southern sector for the new Auckland Council. (The southern sector includes Manukau, Papakura, and that part of Franklin that will remain in the new Auckland area.)

Boundaries of wards and local boards in new Auckland council area
24 September 2009
The Local Government Commission has the task of deciding the boundaries of wards and local boards.
It has to do this by 1 March 2010.
The process that the commission has adopted includes:
- 1 October 2009 meeting with Manukau City councillors and community board members to discuss communities of interest
- 16 October 2009 last date for feedback to the commission
- 20 November 2009 the commission will release draft proposals for wards and local boards
- 11 December 2009 responses to draft proposals due back to the commission.

The Government has released the Select Committee’s Report on submissions to the Local Government (Auckland Council) Bill – the second of three Bills established to create the new Auckland Council.

This Bill provides for the governance structure of the Auckland Council.
This includes:
- determining the membership of the Auckland Council
- the roles and functions of the mayor and local boards
- the powers and functions of the Local Government Commission in establishing the number of local boards and the boundaries of the city and the region (including organising the partition of the Franklin District between Auckland City and Waikato District and dividing the existing Rodney District between the Auckland Council and Kaipara districts)
- the process of integrating Auckland’s water resources to be undertaken by Watercare Services Limited.
