Council controlled organisations.

Manukau City Council has several Council-Controlled Organisations (CCOs) to independently manage council facilities or deliver services to the community.

The council's CCOs are a mixture of limited-liability companies owned wholly by the council, a joint venture, and trusts in which the council appoints the majority of the trustees.

Each CCO prepares a Statement of Intent setting out for the coming year its objectives, scope of activities and performance targets.

Tomorrow's Manukau Properties Ltd

Tomorrow's Manukau Properties Limited (TMPL) was established October 2005. TMPL is responsible for managing the development of the new Town Centre for Flat Bush. In the future it may be responsible for the development of other town centres and property. TMPL is 100 per cent owned by the council.

Manukau City Investments Ltd

Manukau City Investments Limited (MCIL) was established September 2005. 100 per cent council owned, MCIL holds the council's investment in Auckland International Airport Limited (AIAL). As the holder of these shares, it monitors AIAL's activities and reports to the council regarding any issues.

Manukau Building Consultants (MBC) was established  1 July 2007 and is 100 per cent owned by the council.

MBC provides building consent processing and compliance services.

Manukau Leisure Services Ltd

Manukau Leisure Services logo

Manukau Leisure Services(MLS) was established 1 July 2007 and is 100 per cent owned by the council.

MLS manages the city's swimming pools, recreation centres, gyms and fitness centres, childcare facilities and community halls.

Joint venture

Waste Disposal Services (WDS) was established in 1993. It operates the landfill at Whitford and the East Tamaki Refuse Transfer Station. WDS is a 50/50 joint venture between the council and Transpacific Industries Group (NZ) Ltd.

Trusts

The council also has a relationship with several trusts which are CCOs. These are:

  • Manukau Enterprise and Employment Trust (Enterprising Manukau) established in 1994 as an economic development agency
  • The City of Manukau Education Trust (COMET) established in 1999 to provide leadership, advocacy, facilitation and co-ordination services for education in the city
  • Pakuranga Arts and Cultural Trust established in 2000 by the Pakuranga Arts Society and the council. Its role is to encourage and support the arts in Manukau. The trust runs the highly regarded Te Tuhi - the Mark Arts Centre in Pakuranga
  • Highbrook Park Trust set up in 2000 to establish and maintain the Highbrook recreational park (as part of the Highbrook Business Park)
  • Manukau Beautification Charitable Trust  formed in 2001 to provide and promote projects that enhance the visual beauty of Manukau. This includes; graffiti removal, murals, education, competitions and the annual Best Streets and Gardens awards
  • Te Puru Community Charitable Trust formed in 2003 to meet the recreational, cultural and community needs of Beachlands, Maraetai and Whitford residents. It owns and operates the Te Puru Park community centre and manages the grounds in partnership with council.
  • The city councils of Auckland and Manukau created the Arts Regional Trust Te Taumata Toi-a–iwi (ART) in 2000 to manage and grow their combined share of funds provided through the disestablishment of Auckland Regional Services Trust. ART invests in and supports Auckland's creative sector.
  • Manukau City Council, Department of Conservation, Auckland Regional Council and Te-Wai-O-Hua signed an agreement to establish an education centre in 1995. The Mangere Mountain Education Trust now runs the centre providing environmental and bicultural education programmes.

The council has exempted the Arts Regional Trust and the Mangere Mountain Education Trust from the reporting requirements for CCOs.
